Board of Commissioners
The Board of Commissioners is made up of 27 members elected from nine Board Districts that comprise Will County.

The Board of Commissioners approves Forest Preserve District resolutions that come out of the Board's four standing committees: Executive, Finance, Land Acquisition, and Operations.

The Board is also responsible for establishing all rules and regulations that govern the Forest Preserve District of Will County.

The Board of Commissioners meets the second Thursday of each month (unless changed by the Board) at 9:30 a.m. on the second floor of the Will County Office Building, 302 North Chicago Street, in Joliet.

Board of Commissioners meetings are open to the public, and anyone who wishes to address the Board may do so at these meetings.

Executive Committee
The Executive Committee of the Forest Preserve District Board of Commissioners provides a forum for review and discussion of all actions of the Finance, Operations, and Land Acquisition Committees prior to consideration by the full Board.

This Committee provides for coordinated review and consideration of legislative platforms that further the mission of the District, and forwards specific legislative issues to the appropriate Committee for review as needed. It also reviews all matters pertaining to legislative funding initiatives and makes appropriate recommendations to the Board.

The Executive Committee meets the first Thursday of each month (unless changed by the committee) at 8:30 a.m. on the second floor of the Will County Office Building, 302 North Chicago Street, in Joliet.

Finance Committee
The Finance Committee of the Forest Preserve District Board of Commissioners generally supervises the finances of the District by establishing policies and procedures for budget control systems, investments, annual audits, and general accounting and purchasing procedures.

This committee also approves resolutions as to bond issues, oversees proposed budgeting and appropriation ordinances and tax levies, reviews and makes recommendations to the Board of Commissioners as to line item transfers, determines insurance for District employees, and reviews land acquisition matters or funding requests when referred to the committee by the Land Acquisition Committee. It also reviews and makes recommendations to the Board for: permit and license fee schedules; utility, building, and farm licenses; the annual salary pool for non-bargaining unit employees; and all matters pertaining to legislation concerning the District's finances.

The Finance Committee meets the first Wednesday of the month (unless changed by the committee) at 9:00 a.m. at the Sugar Creek Administration Center, 17540 W. Laraway Road, in Joliet.

Finance Committee meetings are open to the public, and anyone who wishes to address the committee may do so at these meetings.

Land Acquisition Committee
The Land Acquisition Committee of the Forest Preserve District Board of Commissioners prepares plans, policies, priorities, evaluation systems, etc., dealing with future land acquisitions by the District. These are referred to the Citizens Advisory Committee for recommendations or are initiated by the Citizens Advisory Committee.

Proposals of the Land Acquisition Committee are referred to the Finance Committee for funding review. The Land Acquisition Committee submits proposals for Board of Commissioners' approval to acquire properties, submit grant requests, and enter into eminent domain proceedings.

This committee also supervises the implementation of Board approved land acquisitions and plans by establishing policies and procedures on title work, surveys, mapping, negotiations, appraisals, and grant implementation. It also reviews all matters pertaining to legislation concerning the District's land acquisition and makes appropriate recommendations to the Board.

The Land Acquisition Committee meets the first Wednesday of the month (unless changed by the committee) at 8:30 a.m. at the Sugar Creek Administration Center, 17540 W. Laraway Road, in Joliet.

Land Acquisition Committee meetings are open to the public, and anyone who wishes to address the committee may do so at these meetings.

Operations Committee
The Operations Committee of the Forest Preserve District Board of Commissioners formulates and makes recommendations to the Board concerning adoption of operational policies relating to the District's general affairs, and compiles a set of such policies which, when adopted, constitute a guide for future decisions of the District.

Subjects of these policies include maintenance, police, recreation, development, educational facilities and programming, land use policies and plans, classification and designation of use for District buildings and structures, and employment policies, including employee manuals and grievance procedures.

This Committee also supervises the implementation of Board approved Capital Improvement Programs relating to preserve developments and enhancements. It also reviews all matters pertaining to legislation concerning the District's operational functions, and makes appropriate recommendations to the Board.

The Operations Committee meets the first Thursday of the month (unless changed by the committee) at 9:30 a.m. at the Sugar Creek Administration Center, 17540 W. Laraway Road, in Joliet.

Operations Committee meetings are open to the public, and anyone who wishes to address the committee may do so at these meetings.
